Rankings in Science & Technology Clusters
19th Edition of WIPO Global Innovation Index
14 Oct 2026

The World Intellectual Property Organisation (WIPO) released the 19th edition of the Global Innovation Index. Switzerland, Sweden, and the United States continue to lead globally.
Global Economy Leaderboard[1]
Switzerland (1st globally): Retains the top ranking globally for a 15th consecutive year. It leads the world in Creative Outputs and ranks in the global top 5 across nearly every pillar (including business and market sophistication), driven heavily by high IP receipt intensity, patent quality, and public-private R&D collaboration.
Sweden (2nd globally): Holds 2nd place worldwide, maintaining leadership in human capital, high-tech manufacturing, and institutional stability.
United States (3rd globally): Secures 3rd place, continuing as the global frontrunner in software spending, unicorn valuation, university rankings, and total venture capital investment values.
Other Key Western/European Economies:
United Kingdom: 6th place, supported by world-class university research output and tech commercialisation.
Finland (7th) & Netherlands (8th): Dominate infrastructure, digital access, and balanced public-sector IP pipelines.
Denmark (9th) & Germany (Top 15): Lead in regulatory institutions, high-speed ICT, and automotive/machinery patent volume.
Top Science & Technology (S&T) Clusters
WIPO identifies regional clusters by geocoding inventor addresses from PCT (Patent Cooperation Treaty) patent applications and author affiliations from Web of Science scientific publications, combined with venture capital deals.
The top five global clusters alone account for nearly one-third (32.9%) of all global PCT patent filings:
Rank | S&T Cluster | Country / Territory | Primary Driver |
1 | Shenzhen–Hong Kong–Guangzhou | China / Hong Kong | Hardware, 5G/telecom, electronics (Huawei, Tencent) |
2 | Tokyo–Yokohama | Japan | Precision engineering, robotics, optics (Mitsubishi, Sony) |
3 | San Jose–San Francisco | United States | Software, semiconductor design, enterprise AI (Alphabet, Apple) |
4 | Beijing | China | State research institutions, quantum computing, AI |
5 | Seoul | Republic of Korea | Display tech, memory semiconductors (Samsung, LG) |
Regional Footprint across the Top 100 Clusters:
United States: Hosts 20 of the top 100 clusters, led by San Jose–San Francisco (Rank 3), New York City (Rank 7), Boston–Cambridge, and Los Angeles (Rank 12).
Europe: Accounts for 30 of the top 100 clusters, led by Germany (7 clusters, anchored by Munich) and the United Kingdom (4 clusters, including London, Cambridge, and Oxford).
East Asia: Dominates aggregate volume, led by China (25 clusters).
S&T Intensity (Per Capita Output)
When cluster output is adjusted for population density and geographic size, Western research ecosystems take the top spots globally:
San Jose–San Francisco (USA): 1st in innovation intensity worldwide.
Cambridge (UK): 2nd globally, driven by life sciences, biotechnology, and the University of Cambridge ecosystem.
Ningde (China): 3rd globally, dominated by battery technology (CATL).
Boston–Cambridge (USA): 4th globally, powered by MIT/Harvard biomedical and synthetic biology clusters.
Oxford (UK): 5th globally, anchored by pharmaceutical spinouts and deep-tech research.
Key Macro Trends Noted by WIPO
R&D and VC Decoupling: Global corporate R&D spending growth slowed to roughly 1% to 2.9% in real terms due to sustained interest rates and manufacturing cost pressures.
US AI Rebound: Venture capital deal count declined globally for a third consecutive year, but total dollar value rose by almost 7.7% due almost entirely to US megadeals in generative AI and foundation models.
PCT Filings Shift: International patent filings via WIPO stabilised, with moderate growth in digital communication and computer technology, while mechanical and consumer goods filings contracted marginally across European and North American patent offices.
