The CarIPI (CARIFORUM Intellectual Property Rights and Innovation) Phase II project is a massive EU-funded "tech enhancement" for the legal and commercial landscape of the Caribbean. After the first phase (2019-2024) established the foundation, Phase II, which officially launched in March 2026 in Belize,[1] shifts the focus to "possessing an accomplished digital ecosystem" rather than simply "having laws."
The Global Connection (TMview & DesignView)
The goal is to stop the Caribbean from being a "black hole" for intellectual property data.
Integration: CarIPI is pushing for every Caribbean IP office to fully integrate their data into TMview and DesignView (the world’s largest online trademark and design databases)[2].
Why it matters: Previously, if one wanted to see if a brand was registered in, say, St. Kitts, they might have had to literally call or visit an office. So, investors and local creators can search for existing trademarks across the region, and the world, instantaneously, almost in seconds.
AI-Assisted Search & Classification
The "Digital Push" moves beyond simply uploading PDFs online; it ameliorates to using modern tools to clear the massive backlogs in regional offices.
TMclass: They are rolling out a multilingual tool that uses a harmonized list of terms to identify goods and services. This prevents applications from being rejected just because of "bad phrasing."
Automation: By using AI-driven search tools, the time it takes a trademark or patent officer to perform a "prior art" search is reduced from weeks to hours.
The IP Case Law Database
This is one of the most technical but vital parts of Phase II.
The Problem: For decades, Caribbean lawyers had to rely on old UK precedents for lack of local or regional IP precedents.[3]
The Solution: CarIPI is aims to construct a centralised, searchable database of Caribbean IP judgments. This gives lawyers the "ammunition" required to argue cases based on regional reality rather than just following what happens in London or New York.
Mentorship for "Origin-Linked Products" (OLP)
This is the "digital marketing" side of the push.
Digital Branding: The project helps small-scale producers (such as cacao farmers in Belize or rum distillers in St. Lucia) build digital identities using IP.
GIs: They are creating digital "Geographical Indications" registries. This makes certain that when someone searches online for "Grenada Nutmeg", they find a legally protected, authenticated product rather than a knock-off.[4]
IP Valuation Tools for MSMEs
This is a big focus for 2026. Many Caribbean businesses have great ideas but no "hard assets" (like land) to get a bank loan.
Collateralization: CarIPI is developing digital toolkits to help small and medium enterprises (SMEs) value their IP.[5]
The Goal: To convince regional banks that a registered trademark or a patented process is a "real" asset that can be used as collateral for a loan.
